This ring is used on the sewing machines to drive the bobbin winder mechanism.

More Positive Bobbin Winding on Ultrafeed Sewing Machines. This ring greatly improves contact between the ring and the balance wheel resulting in more consistent bobbin winding and fuller bobbins. It is standard on all new Ultrafeeds.
