An Upholstery Regulator is used to move the filling or foam around within an already upholstered cushion or pillow. This regulator has both a sharp end and a flat end with a hole. The sharp end is to poke through face fabric, generally in an unseen area close to a seam, and work the underlying stuffing around to fill in holes or gaps. The flat end is used to help finish corners or pleats in a project, as well as tuck fabric under Flexible Metal Tack Strip. The hole is simply to allow this tool to hang from the wall so it is not lost.
